From idea to open for business, six steps.

This is the general sequence for most commercial activities. Regulated sectors (finance, healthcare, education, media) carry extra approvals, ask in your consultation if this applies to you.

Choose your business activity

Every CR is tied to one or more specific activity codes from the Ministry's classification list. This choice affects your licensing requirements, minimum capital (if any), and which authority approvals you'll need. Get it wrong and you may need to amend your CR later.

Decide your legal structure

Common options include a With Limited Liability company (W.L.L., the most common for small and mid-sized foreign-owned businesses), a branch of a foreign company, or a single-person company. Each has different capital, ownership and reporting implications.

Reserve your trade name

Submitted through Sijilat, checked against existing registered names. Approval is typically fast, but names referencing government, royal, or religious terms are rejected. Plan a backup name.

Register your Commercial Registration (CR)

The core step, submitted via the Sijilat online portal with your shareholder documents, address details (a physical or flexi-desk office is generally required) and activity selection. This is the certificate that legally allows you to trade.

Obtain sector-specific licences

Beyond the CR, certain activities need additional approval, municipal licences for a physical premises, health authority sign-off for food businesses, or Central Bank approval for financial services. Your consultation will map out exactly which apply to you.

Open a corporate bank account
